INVITATION TO BID

SUPPLY OF LABOR AND MATERIALS FOR THE WATER PROOFING

OF ROOF DECK FLOORING OF PALACIO DEL GOBERNADOR

            The Palacio del Gobernador Condominium Corporation (PDGCC) under its Approved Budget for CY 2013 intends to apply the sum of Two Million Four Hundred Thousand Pesos (P2,400,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for the Supply of Labor and Materials for the Water Proofing of Roof Deck Flooring of Palacio del Gobernador (Project).  Bids received in excess of the ABC shall be automatically rejected at bid opening.

            The PDGCC, through the Bids and Awards Committee (BAC) now invites bids for the Supply of Labor and Materials for the Water Proofing of Roof Deck Flooring of Palacio del Gobernador. Delivery of the goods is required within thirty (30) calendar days.  Bidders should have completed within five (5) years from the date of submission and receipt of bids a contract similar to the Project.  The description of eligible bidder is contained in the Bidding documents, particularly in Section II of the Instructions to Bidders.

            Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the Revised Implementing Rules and Regulations (RIRR) of Republic Act 9184, otherwise known as the “Government Procurement Reform Act”.  However, only those who have purchased the Bidding Documents shall be allowed to participate in the pre-bid conference and raise or submit written queries or clarifications.

            Bidding is restricted to Filipino citizens/sole proprietorship, or organizations with at least sixty percent (60%) interest or outstanding capital stocks belonging to citizen of the Philippines.

            A complete set of Bidding Documents shall be available at the PDGCC Administration Office, Basement, Palacio del Gobernador, Intramuros, Manila upon payment of non-refundable amount of Three Thousand Pesos (P3,000.00) in cash, not later than the submission of bids.

Bids must be delivered to the address provided above on or before November 21, 2013, not later than 1:30 P.M. The bidder shall submit their duly accomplished eligibility requirements, technical and financial proposals in two (2) separate envelopes.  All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in the ITB Clause 18.

Bid opening shall be on the date indicated above at the Bureau of the Treasury Conference Room 2, 2nd Floor Ayuntamiento Bldg., Cabildo St. Corner A. Soriano Ave., Intramuros, Manila.  Bids will be opened in the presence of the Bidder’s representative who chooses to attend.  LATE BIDS SHALL NOT BE ACCEPTED.

The PDGCC-BAC reserves the right to accept or reject any bid, annul the bidding process and reject bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
